Low beam failure - not bulb not ballast

Hello, I ran into some frustrating issue. My volvo v60 d3 2011 passengers side headlight stopped working. So I replaced my d3s bulb with new one. Didn't work. Put the same bulb in driver side - works. So I thought ballast is dead.. Swapped Passengers ballast to drivers side but it works. Got a different ballast that works in drivers side but not on passengers side. So I plugged driver sides while headlight in passengers side and light worked then I tried to plug the Passengers side headlight in driver side and it doesn't work. So there is something wrong with headlight unit in passenger side. It's not a bulb and it's not a ballast. I tried to open all the screws and covers to try to see inside the headlight.. I don't see any damage, everything seems to be plugged in. Basically the issue should be from engine rooms plug to ballast or from ballast to bulb. And that's only cables but I don't see any damage,no burn signs.. Nothing. Only the xexon d3s doesn't work.
Anyone has had the same issue? I have ordered this high voltage cable from Ebay to replace in headlight, the one from ballast to bulb.. Hopefully it will fix it...

Is there anything else I could check? I tried to find fuses for only passenger side and only for low-high beam because other bulbs work.
BTW While examining the headlight I noticed there is also this H9 Bulb. But I don't know how to even turn that on. There is 2 bulbs inside the headlight one d3s and H9 but that h9 is never On no matter what I turn on in the car. Anyone knows why it'd there or how to turn it on?

Did you check the main connector going to the headlight unit? I would check if there is power at coming to the headlight at all. Or what you can do maybe, not sure if it`s gonna work though, remove both headlights and connect the bad one to the other side. Obviously have to check the connector if the pins are the same. If it works, than at least you know its not the headlight itself

The xenon bulb is dipped beam, the H9 bulb is the full beam.

As mentioned H9 is usually mainbeam or minimum there for the headlight flash to let someone know you are there as xenon's of that era didn't respond quick enough for a quick flash of light.

Yes I swapped headlights around, the bad one doesn't work on the working side but the good one works on the bad side. From what I understand it's something inside the headlight it self. I really hope that it's that high voltage cable from ballast to bulb. If not I will have to get a used used headlight, unlucky for me, in Norway used one are around 400£

Working from memory but don't take the headlight unit apart, there is nothing of interest inside it and it will a right chew putting it back together.

Are you getting any headlight warnings coming up?

check to see you have 12V between the input of the ballast and earth.

I'm not sure testing the ballast will be easy. As you say move the ballast and xenon lamp between side to prove the right and left sides of the car work.

Keep away from the high voltage side.
