Default 0039 turbocharger tc flow control system flow fault

Hi all,
I have a v70 1998 2.5tdi (audi engine) 4 speed automatic.
car has done 120K

Fuel consumption is going up and up, I get black smoke out of the exhaust.
Engine management light comes on during most motorway journeys, even two or three junctions.

Managed to get it to the garage when the code was on.
Code was "0039 turbocharger tc flow control system flow fault". The computer does not read any more information under data option.

They have cleaned all the sensors but they are not sure exactly what the problem is.
I have been given the option to change parts to see what works but this could prove expensive.

Any thoughts or suggestions please.

Not sure if this will help or not but it may give you a few things to start looking at:

Let us know how you progress with the issue.
