Default Shining Bumper Issue

I am having trouble bring this bumper back to life. The center piece shines OK, but not great. The outsides are foggy looking. The chrome is not cracked or peeling just cloudy. I tried steel wool and metal cleaner but it will not bring it back. Any suggestions?

White spirit. Not to be confused with Coca-Cola in other applications.

Are you sure the outers are chromed and not stainless steel?

I could so get them to shine but the product you need you cannot buy in the states lots of elbow grease and when happy coat the rear of bumpers with wax oil or some protection as the Crome goes at edges first or knocks and scuffs.

Coke and most chrome cleaners contain phosphoric acid which actually removes the rust. It doesn't chemically affect the chrome.
