Default Strange steering spasm ????

Hello again.
My steering when i turn a quarter of turn and i hold it (stopped) it starts jumping, like spasms... tries to move.....
THe oil is new and i have no other issues. i have notice around the axle of power steering pulley there is oil.......
Are they related?

could be worn bushes that are moving in the steering arms

If it happens with engine running but vehicle stopped, then the 'twitching' of the wheel means the rack is at fault. Doesn't need changing, but it will bug you. I put up with one like this for 110,000 miles until the car was finally carried off to its resting place.

Mine does something similar. It may bug you less if you think of it not as a fault but as an undocumented feature.

mine does this aswell but have been told its normal and not to worry , just get used to it , i was told to change my power steering fluid and was told it was green minaral type but upon looking the old fluid is red??? can anyone confirm what fluid the 2005 xc70 euro 3 163 bhp should have in

If you have a leak in the pump then its probably worth fixing it. My s60 d5 133000 2005 has the same twitchy issue. Mine has a slight leak near the rack but i can't pinpoint exactly where its coming from due to very poor access and visibility. The psf should be green. I even think the red stuff is thicker. So it may effect the steering.
