No - manufacturers work to the last penny. The destination country of every car is known at manufacture and various work is or is not done...

I think the radio will tune over different frequencies, and the computer display isn’t likely to be in English, if that bothers you. I guess a Volvo dealer will be able to sort these out with software if it is the case.

The instrument cluster text display will be Japanese. A dealer can code it to English for a price

Navigation will be in Japanese and is a special Jap system not used anywhere else in the world. Thus is useless.

Radio FM tunes 70 to 90 MHz and is thus useless in Europe. Unsure if codeable. Otherwise budget 800 gbp for Euro radio. They are coded to the car

Hi, I live in Central Tokyo.
Condition depends on where the car was used.
In urban areas every cars are low mileage, clean and many options.
But actual usage is quite long and most of time their engine is idling so
compared to mileage, condition of engine, AT, mounts are not good.
Volvo sells same specification in all of Japan however Japan has many
climatic zones. So I recommend you should find good quality car in south
west area in Japan (i.e. Fu-ku-o-ka and Kyu-shu area). There is less snow, less traffic jam, and good economy to have many options and keep good maintenance.

And you can remove strange extra mirrors easily. It is fixed by two bolts under hood and
no bolts on fender.
