Default Vent control for heater/defrost inop--1987 240 GL

I looked through over 30 pages of threads to see if anyone else has had this problem, but it doesn't look like it. My 1987 240 GL Wagon has a problem with the heater/defroster. Fan works fine, but the control that switches from defrost to feet to recirc. doesn't do its job. Most air always comes out by your feet and a little out of the defrost vents and nothing changes when you switch the switch. This is a problem in the rainy Pacific Northwest as the windshield is always fogging up.

I ripped the panel out and verified that all the vacuum hoses were properly connected. I'm not very familiar with this type of vacuum control system. Could it simply be the actual switch unit that needs to be replaced or is it something else? Is anyone familiar with this system?

This system is not very common in UK suggest you try www.turbobricks.com and post on there - you should get an answer very quickly.
