First thing I would check is the ABS reluctor rings at the front. They are prone to corrosion and they expand and crack which sends the ABS system wacko - the cruise control is linked to this as well I believe.

Get a torch and get under the car , look inside the back of the front hubs where the driveshaft goes through the hub carrier and you should see the castellated rings. If they look rusty/uneven/gunked up they will likely need changing. Not too bad a job, you can buy the rings for about £20 on ebay and a couple of hours to change - how to videos on Youtube.

Off topic, but is it indeed a 2003 V70R ? Does the SRS inspection sticker on the rear left door sill say 2013 ?

Then it's a 2004. The R model was introduced in 2004 so that makes sense. The inspection SRS sticker is meant for inspecting the system after 10 years - so 10+production year = 2014 - note that this SRS inspection at 10 years is no longer required by Volvo

today from cold start lights all off drove 5 miles to work no lights

also could this be a cruise control thing only the buttons for radio/cruise on the steering wheel seem to have stopped working properly and when i turn the wheel had the radio jumps station like I've touched the button

relevant or not

Cheers
