Default Industrial Penta TAD1651VE does not communicate to vocom 1

hi friends,

I have an industrial volvo penta TAD1651VE which does not connect to the vocom, techtool or vodia5

as we checked:

1) there is no J1708 wiring out of EMS(ECU).
2) just J1939 and J1587 are accessible which even if J1939 connects to vocom, we do not have testing, calibrating and ... available.
3) we read its wiring diagram and tried to get some wires out of related ecu pins, but it seems strange because the pins also do not give any data(hex)!!!

so plz someone tell me whats is the matter, is it a new technology in volvo engines and needs some other tools other than vocom???
