Passenger Seat Belt

My wife is only 5 feet tall, and finds the passenger seat belt cuts into her neck, even when the belt is adjusted to its lowest position.
I have fitted a sheepskin cushiony thing over it which helps a bit, but can anything else be done?

(other than perhaps changing her for a taller model).

She has to have the seat at its highest to look out the windows!
