I think it's to help the driver judge the distance to/from the kerb/verge etc.

Or it could be for an embassy flag !

I always run without plates as well it helps reduce the chance of a mobile camera getting me at 150+

its a kerb sighting device these are common on jap import cars. RT has one on his import 850r

Whiskers they are known as on lorries and for judging tight spaces before tearing the wings off when it's been misjudged, very popular in the early days of haulage.

Looking at it if it's real I'd say it's a diplomats old car and it's either a beacon for identification or to tie a flag to as others have said.

Question is do you want to keep it on there or not.

Parking pole, Comes as an optional extra for short drivers in Japan,
My L400 had one, Helps judge the distance of the snout when parking cars with Effing crap turning circles. An Invaluable bit of kit!
