Noisy main pump from 1/2 a tank full = (imo) a duff in-tank pump. The in-tank pump is just to 'lift' the fuel to the main, so that can 'send' the fuel onwards to the engine.
Once fuel level is 'low' then the main tank has to work harder to 'lift' the fuel from the depths....
I ran mine like this for some years before getting around to replacing the in-tank one. The main survived, they are strong. If my fuel is really low now the main will buzz for about a second, then goes silent.....
You can get after market pumps but be wary as some differ in size & won't fit in the sender unit correctly.
I took some pics when cumbrianmale & I did mine. & as Clifford said, watch those pipes, we busted one at the last hurdle and had to grab one in a scrappy and do the job all over again

Pics here: http://www.volvoforums.org.uk/showthread.php?t=130176

(This is assuming your B21f has the same sender set up?)

Thanks Paul-from what I understand Volvo issued an advisement in the early 80s that the in tank pump in the older models should be upgraded to the newer one. this is what is in mine and I think it's ok-I can hear it working (I know that doesn't mean it's working properly) but it was tested more than once and always comes up ok. I think I'll try to investigate the hoses to start and go from there, it may well be that this sender is failing. does anyone know the proper procedure for 'jumping' the sender so I can see if it's a sputter or steady stream? guessing it needs to be done with the car OFF.

CP1790 - you probably already know this, but in regards to the gauge not working any more, the copper looking regulator behind the temp and gas gauges is a finicky one.. you might try replacing it once u get the in tank sorted if its still not working. took me 3 of them to find a good one.. also took a few tanks of fuel to set it straight. Is it working but showing 1/4 tank lower than the truth? or is it lodged in a static position?
