Okay mystery solved. It was a throw type relay.(on or off)
I traced the grey wire and black wire from the relay through the bulkhead (required the removal of the glove box and the kick panel etc. ) along the top of the sills, into the boot to a keyed switch beside the licence plate lights .
It was some sort of immobiliser, home made no doubt .
I imagine the ignition earth was isolated until the key was turned.
Anyway ,it was ripped out and the relay binned.
Did I mention I hate when someone messes with wiring.

Next job is to purchase a Ballast Resistor (not cheap for what it does)
which was also removed by Dr Frankenstein (I am assuming he was the previous owner).
The quest continues.
