2 loose wires on a 13pin connector

I have just purchased a genuine Volvo 13 pin tow bar wiring kit for my 2002 v70 d5. I would have imagined it was a straight plug and play set up but I have 2 loose wires that don’t seem to be long enough to have become unattached from the rectangular socket. They are labelled NR11 and NR12, any ideas what they are for? Are they earths, or to be connected to a relay or fuse, or simply surplus to requirement?

11 is earth for pin 10 and 12 is spare .
