No.
You need insurance if your car has road tax.
If it is off the road for any lenght of time and has tax but no insurance you need to cash in the tax and then SORN it or insure it.

The way I understand it (I will stand corrected) is the vehicle must be insured at all times, unless you SORN it. This is regardless if the vehicle is parked off road, not sure how you will stand if the car is on private land or in a garage. I think it is to deter people who have just run out of insurance thinking, 'oh it's peeing it down, I'll just nip to the shop, It'll hurt no one'. It gives dibble greater and clearer powers over the people who have no intention of being road legal.

this is how i understand it too, when changing the insurance over to my new car i asked about it and they kindly did a 1 week tempory insurance on the old car while i got it sorn'd this was only £14 so for the sake of it not worth loosing the car over or getting a fine

I get the feeling there may be quite a few people who will be getting up one morning only to find their pride and joy (car) outside their house gone to the crusher with this new law. WE SHALL SEE EH!!!!!!!!!!!!!!!!
