Default Active lights to non active?

Hi, we have a 2007 xc90 with active Xenons. its just failed its mot due to one being too dim. (Lisa has been complaining for some time that the dip beams are awful).

Mot station tried swapping bulbs but no difference. My guess the xenon bulb holder/reflector is corroded.

We all now how expensive these lights are... soooo to my question

Is it possible to fit non active xenons instead? will it through up any error messages?

Just trying to save a few £100...
