Default Wheels bubbling

So spotted this on my wheels a couple of weeks ago.
Is this a cosmetic issue or will I need to get them refurbed? Any idea of cost?
Looking for an excuse to put my own wheels on so if a refurb job would be expensive I'd probably do that along with some decent callipers.

Can't see the pictures without I sign up to some kind of google account so don't know what kind of problem your whels have.As for re-furbishing them that would all depend on how far you want to go.For the price of a couple of aerosol spray cans and a couple of sheets of wet'n'dry you can do them yourself[cheapest method]or you could have them professionally done for about £35 per wheel[round here at least]or you can go the whole hog and have them powder coated. If you're into fitting "winter"tyres you could leave these wheels as they are and have winters put on them and use the other wheels you have for your "summer"tyres.
