Default Loss of power...

Good evening. I'm new to this forum and new as a Volvo owner. I'm having some difficulty in getting this car fully working. It is a V70 2.3 t5 1998. Bought it just a week ago and in the beginning all vacuum hoses where cracked. No boost ,jumpy idling, etc. So decided to replace all vacuum hoses. All good car still doesn't have power. Checked maf values all in specs, checked vtc and works fine, diverter valve not cracked. When you drive the car at this moment turbo boost just a little bit until 2000rpm and after goes flat. A few things that I've manage to observe: the exhaust at the back of the car is very hot, idling when you start after a few minutes goes up and down 3-4 times and settles. I'm thinking now to check catalytic converter not to be clogged and to check timing maybe. Any ideas are very welcome.

check/replace turbo control valve/boost solenoid

check maf to turbo pipe is seated correctly and tight.

pressure test recirc valve & check turbo actuator for tightness (adjust if necessary) - IPD USA have a youtube video showing how to do this.
