Default brake pad change

hi, a little help please! i have just changed the original brake pads on my d5 (after 73K) with some mintex pads. They looked the same size etc but on fitting and a quick test drive I can see that the pads are only meeting with the outside 3/4 of the disc (the light coating of rust on the disc from washing the car remains on the 1/4 closest to the hub).

I have checked the brake spring and it seems to be seated correctly, also the pedal can be pressed to the floor (with some difficulty). The car stops as well as it did before the change. I did also notice that the brake fluid came very close to the top of the reservoir when i screwed the top back on at the end of the pad change

1. will the pads seat themselves in time?
2. should the pedal be able to be pressed to the floor?
