Why would WiFi not work with no SIM?

I know Apple used to be very anal about having a SIM to activate a new iPhone, but surely, once activated, you can remove the SIM (you can use the same car SIM to get started if necessary), and use the phone with Airplane mode ON but with Wi-fi ON separately.

Wifi will work with no sim in the modem by connecting your phone via bluetooth or usb or using your phone as a wireless hotspot, if you have data, or by picking up your home wifi if set up correctly.
Having a data sim in the modem simply saves you having to connect your phone up every time to get in your car. Lots of people think it is more convenient to have a data sim in the car especially if their phone contract does not have or has limited data.

And VOC will work with no wifi or phone data connection at all.

(I know there are older phones which will connect and apps that allow newer phones connect up automatically when entering the car)

Can anyone post a link to a sensible SIM they have purchased for their car, unsure if it's a micro sim etc?

keen to buy one and have a go on the apps also the navigation experience should be enhanced as my car is telling me daily connecting to the internet is the way forward!
