Default Fuse 45 blowing in CEM

Evening all,

It appears that fuse 45 (12-volt sockets in the passenger compartment) - 15A keeps blowing.

Things I've done to determine its cause? thought it may have been the aux battery, found that the VIDA picked this up and is running fine. Also the stop / start is showing as disabled in VIDA, no idea how to re-enable it.

Other symptoms include delayed starting of radio and reverse sensors 80% of the time when the car is started, stop / start button is illuminated and can be switched on and off.

Last winter the car did fail to turn over 50/50 in cold weather, the main battery and alternator have been replaced in 2018 by official volvo parts. Battery is charging to 12.4v on VIDA, 14.5v when running.

Another thing which is wierd, some days it seems to have lighter steering / more power than others, as if the electrics are on the low side.

Just looking for a place to look, when I've thought about it could be wiring? but unsure where. It feels like parasatic drain potentially too, pulled all other fuses and nothing else seems to have blown, unsure how to test the big main fuses, gave them a gentle wobble however and they wern't loose.

EDIT: Just another thought also the washer jets show low power on start sometimes and I did clean the CEM out with a light dusting of ISO propyl alcohol
