you could simply drive slower and/or turn the radio up.
At least until the existing rubber is worn out

Just take a look at the quoted dB ratings that the online guys like Camskill all quote. Because it's a logarithmic scale a couple of dB either way is noticeable.

its an EU rule/regulation/law. ALL tyres sold in EU must display noise and grip info. Nowhere will we find anything about longevity.
A tyre is a compromise, between price, noise, grip, lifespan.
You cant have a good result in all categories.

Whilst the longevity of a tyre will not be advertised, or certainly does not need to be, I did believe all tyres by law had to have a wear rating, it’s a three digit number....

Can’t say I know that much about it as I am only really interested in wet weather grip and noise, the cost of something being changed at 14,000 or 16,000 never really bothered me....

Sorry to pee on anybody's strawberries, but the tyre lable noise values relate to external noise experienced by the outside world. It may or may not resemble interior noise, as one way to reduce exterior noise is to direct the sound inwards which can make it louder inside...

How would a tyre be designed to do that?

Its to do with how the grooves of the tread pattern deflect the noise, the noise of a tyre is caused by air being compressed and expelled by the tread pattern and road surface, how the tread pattern is formed influences where and how this noise is emitted. I dont know more than that, but its a thing. The thing about deflecting tyre noise inward was said by someone in the industry, and Im repeating it.
