Should be off when dial pointed at 0. On when pointed at sidelights.

Worth noting, the little dial (yellow arrow) has three settings for how the light switch operates.
Canadian = headlights always on, on all light settings.
Swedish = headlights on, on all except parking lights
International/Normal = all lights off on 0, parking lights on, headlights on

Hello C70 98
I think the dial you are referring to is for the drls, the little line at 10 to 2 is drls off, straight up is drls on, regarding zones there is a little white tab on the back of the switch with a b c marked on the casing, I THINK.
regards

That's the one yes. Drls on these cars are the headlights.
On all my cars I have set it to the normal function, 0 all lights off, parking lights on, drls/headlights on as soon as the key is turned to position 2.

It's a long time since I tried but I believe the little screw to the lower right of the switch allows you to deactivate the DRL function with the switch in 0 position. Should be in owners manual.
