Default Vacuum pump test

I have a D5 2003 with a lot kms.
I tested the vacuum pump today at idle, direct to the little pipe on the pump to my vacuum gauge and I only get 21" vacuum, and the clack clack is still audible with the oil filler cap off. I watched the video but the noise doesn't quieten down, so assume the pump is still working.

What vacuum inches should I see here? I admit I haven't blanked off the connection to the brake servo.
If this vacuum is low can the pump be repaired or does it have to have a new one?

Any suggestions please.

Update.... just taken off the servo pipe and blanket off and now get full vacuum, so would appear its the servo with a slight leak.

John
