The other thing to think about is what cam to use. Your B200E should have and A cam and the penta engine most likely has a P cam. With the long stroke the engine will take more cam before loosing low end power. I know you are on a budget so could be worth looking for a used V, VX or K cam all of which will still be good with the LPG

From what i can work out, he needs to transplant his original head onto the Penta block for the K-Jet injection and dizzy so hopefully that won't be a problem for him.

This combo will lean out at higher revs. Don't try this without a Lambda-control unit.
K-jet is the best mechanical fuel injection system. Still very difficult to modify.
To add 25% of capacity, what are you dreaming about at night?
Try and don't reclaim later.

A LH2.4 swap is done very easy

He's planning a rolling road session/tune Kay so they should be able to increase the control pressure slightly to cover the top end. Also the 2.5 redlines lower than the 2.0 at 5500rpm so less likely to be a problem anyway. Also the fact the injectors have some wear on them may just allow enough extra fuel to flow at high revs to compensate.

If the compromise is a slightly rich idle to preotect the top end, i doubt that will be too much of a problem.

As i pointed out further up, Tom is still learining and at the moment, i don't think he's ready to even contemplate adding EFi He may not need to learn if he can get the desired performance from the 2.5 unit - either way it will be an improvement over the 2.0 unit presently fitted!
