Very strange. Yesterday afternoon the EML came back on and immediately the start stop began working again.

Stop start will not happen if your battery is low.
I also had low battery voltage messages within 30 secs of stopping the car if for instance I was in the middle of a phone call. New battery sorted the issue. Volvo dealers are probably the cheapest for a new battery as previously stated believe it or not. As I recall a healthy battery should rest at around 12.8v.

i've always used 12.3V as a good guide, less than this and it needs charging
less than 12V is not a good sign YMMV
