You should be able to program Arduino to simply press the "lock" button after certain criteria are met. I might be oversimplifying but engine off, all doors closed and then some time sounds doable.
Of cource if you speak CAN language you can include the motion sensor in the equation and make it much more elegant. Or there should be motion sensor for Arduino...?
