Arrow Rapid Relay Click

On turning ignition on position, i get a loud and rapid relay clicking sound, lasts for about 15 seconds then stops. Then if i turn key and start engine, it repeats in a more rapid mode.
Tried with seatbelt fastened and unfastened, all dash lights are operating in their proper fashion, cand find anything at fault and it can be very annoying.

If it is coming from the glovebox area it is the Recirculation flap motor broken for the heater air intake . Remove glovebox to see .

A thread i found informs me this would stop if i turned on the air recirculating button.
BUT! i do not appear to have any power in that as pressing it or holding it appears to do nothing and button does not light up.
