Default No Instrument lights

Hi all.
Can any one help please?
When I turn on my side lights or dipped lights I have no Instrument lights!!!
I have tried adjust brightness, nothing.
I have checked fuses they are ok, surely it couldn't be bulb failure as there is more than one bulb 🤔
I had an incedent last week when driving, all of a sudden everything went dim.
The panel which tells you what hear your in, Sat Nav, radio unit etc, then after maybe 5/6 seconds returned to normal and it hasn't happened again.
So any suggestions welcome.

Update on above problem.
After further investigation, I removed the panel where the dimming switch is and checked for power, both feeds were around 12.3 volts and the little green light works which shows you have the side lights on, so there is a supply.
While messing about I also noticed that I have no interior lights or foot well lights.
The light cluster above centre all work when switched on manually as do the centre and rear, the boot lid doesn't work, it's obviously related to the issue.
I have checked the fuse in position 12 in the fuse box at the driver's side of dashboard and that is fine.
I am stumped at what the problem is.
Any suggestions from you Volvo geniuses would be very much appreciated.

To save power, and increase longevity of the bulbs, the interior lights and instrument cluster lights only come on when it is dark.
When driving from sunlight into a tunnel, it takes 20 seconds for the instrument cluster illumination to come on

When turning on the car at nighttime, the instrument cluster illumination to comes on immediately

So try again at nighttime....

Hi Swiss.
Just wanted to let you know, yes all the lights work as they should.
Never had a car that does this before, so felt a bit stupid when you explained as it seems obvious now.
