Default Turbo Actuator - to the Indie?

Evening all,

Following on from my earlier posts about my Intercooler hose popping off and the turbo actuator not holding vacuum. I'm about to admit defeat and head off to the Indie (£££££).
I've tested all of the vacuum hoses individually and can find no leaks.
However when all are hoses are connected it seems there is a slight leak which I thought I had pinned down to the Turbo Governor (sits on the front of the engine block just above the starter) so I stripped it, inspired by SIROBB youtube video. It appeared fine, but unfortunately for me I couldn't get it back together in a state I was happy with...new one from Amazon fitted and I still have this slight leak, so I'm assuming the original governor was fine .
Anyways, I got the wife to hold the revs steady at 2000 - 2500 while I watched the actuator on the Turbo and it didn't look happy, it wasn't stable and moved backwards and forwards! The thing is, when I used my hand held vacuum pump, the actuator worked smoothly and held position
The engine mounts are fine (Genuine Volvo, new 2 years ago), they hold vacuum and the TCV on the front of the airbox works ok, holds vacuum until over 1000rpm and then shuts off. There's no popping either when the oil filler cap is off.
So what am I missing?
I connected VIDA tonight no faults codes (only the usually AQS) and ran the car for a while.
Anyone know what the intake pressure should? Mine started at 1004hpa and max'd at 1173 hpa. It did fluctuate when the revs dropped, can I attribute that to the uneven actuator action?
One last question, when the car is revved I noticed a whooshing sound back through the Airbox....is this normal? Never noticed it before.
