Not sure on the 940 but on the 740 dash, the bulbs go either side of the speedo and tacho so the top and bottom edges of them are always going to be the dimmest parts. Obviously the bottom edge has no numbers so isn't really noticed but with the 70 being at the top edge it's probably quite easy to see it's not so bright.
Does that shed any light on it?

Actually there is a T5 behind the 70 on a 940. It sometimes goes out on mine if I hit a bump. |

I sometimes think of stripping the whole cluster down and lining the inside with (the shiny side in) cooking foil held in place by double-sided tape to improve things. Sounds like a bodge but if it is, then it's a very effective one! Here's an example : Before......... and after........ Most obvious difference is in the after shot it's bright enough to defeat the auto-flash on the phones camera but to my mind the light from the underbonnet light is much more intense and bright - all for 5 minutes with some double-sided tape and some cooking foil! Would take much longer to do the inside of the instrument cluster but i wonder if the improvement would be worth it. If i get bored in the near future, i might just find out!

Not just a bonnet light, it is the bonnet light and self-extinguishes courtesy of a mercury switch if you forget to turn it off! They think of everything these Swedes!
Surprised the 940 doesn't have one though?
