however she tells me it is using a little bit more fuel.
that statement says it could be an exhaust leak..check exhaust studs/gasket

A easy way to find vacuum leak is to spray break cleaner or wd40 on all hoses one by one and see if the motor starts to run faster due the alcohol it sucks in.

Thanks, I had done that at the start of the noise but I don't feel its a vacuum leak so much as air being forced out, hence the whistle and spraying with soapy water.

I actually had this hose fail, it's difficult to find. It had a small split on the underside, it's the output hose from the turbo to the long ally pipe, RHS as you look at the engine

I have taken off and checked all of the pipes from Turbo to the inter cooler but as I will have to get them off again to check the exhaust manifold I will give them another look.

None what so ever. I have had all of the pipes and hoses of from the turbo to the intercooler off again, all of them are fine. All of the small rubber tubing is fine as well.
I have inspected the exhaust manifold and turbo with a mirror and can see no evidence of soot which would indicate a leak.

Any suggestions are always welcome.

Have you tried running the engine with the auxiliary belt removed, so as to rule out either a whistling belt, or something driven by the belt ?

Yes, I did that a couple of weeks ago. Removed aux belt and ran it for a couple of mins. Made no difference, the whistle still there. It definitely seems to be coming from the back of the engine around the middle Turbo area.
