Default Headlight issue

i wonder if anyone could help, i currently have an issue with my headlights, no matter what position the switch is , my dipped beams are on as soon as i turn on the ignition, my side lights never come on , apart from once the other week when the car was off and my neighbour come to say id left them on. Is this likely to be a CEM relay issue or something to do with the switch?

It could posibly be the CEM. But it would be quite rare. First of all, try to rule out the headlight switch. I went to my car a few minutes and checked it, so please try the following

Unplug the headlight switch and see what lights come on. You should have the small bulbs in the headlights ON, (the sidelights) and on the rear you should be able to see one of the lights on each side on.

Now, with the headlight switch still unplugged, put the key in the engine and turn it to ignition (Number 2 position). You should have the You should have the small bulbs in the headlights ON, (the sidelights) and on the rear you should be able to see both of the lights on each side on and the bumper lights will also be on. You can also pull the main beam lever (indicator stalk) backwards and both dipped beams and main beams will come on.

If you observe the exact same thing on your car, then I would suspect the headlight switch.

If not, let us know what exactly comes on or does not come on with the headlight switch disconnected the key out and then in and in the ignition position

forgot to add that if you don't observe the exact same things as on mine car with the headlight switch disconnected, then I would indeed suspect the CEM and if not that some sort of wiring problem
