If you can't revive it using the repair guide Ben linked to (you won't need to touch the odo or trip, just the electronics on the speedo boards) you'll have to hunt down a replacement 1991 speedo - Volvo changed the wiring on an almost yearly basis around 1990/1/2 so you'll need to be careful when buying a replacement, make sure the part numbers correspond.
It sounds saveable though if you (or someone you know) is halfway handy with electronics.

I have a similar problem with my one but most of the time it does not work at all. Tried another known working speedo head but exactly the same. The odd times it does work it works upto about 45mph and then drops off. Whilst it is not reading speed it does not record miles either.

I got very upset with the 745 today having decided it needed a run out to take me to lunch with friends.

Having driven, should I say rather enthusiastically, though some traffic and tempory lights, I notice the speedo needle on the VDO cluster was playing up. That is NOT in order!!

So, I made it work for it's living and, it then settled down!!

I guess Winter and lack of use were the primary cause. I don't fancy stripping it down ..... again as it has worked perfectly now for some years since we both had a heart to heart about non-functionability!
