I would guess it has the original head/carb set up with a replacement later block,

No the head is the later head, no doubt at all about that. The carb and manifold is correct for teh car but the engine is not

Long time listener, first time caller ... but just a comment that odd mismatches like this occurred on occasion Down Under with the Volvo reconditioned exchange-engine program. I don't think you always got back exactly what you were exchanging.
Which must have been a maintenance nightmare for mechanic's workshops on occasion ... I guess by the time you wanted a replacement engine it was waaaay out of warranty, so maybe it wasn't that important.
