I thought this had been answered earlier in the thread. It only makes sense when you consider that on LHD vehicles, this small tray will be next to the driver’s knee. It can be used to store whatever will fit that the driver might need. Loose change, glasses, pen etc. Volvo used to put a small storage net in the same place on past models. The net was slightly more useful, but not by much.

You could use it as a key fob holder if you wanted, but I find it a bit shallow for that. It might fall out and slide under the passenger seat when I’m doing donuts in Asda car park.

Volvo just call it “storage compartment for legroom”, but don’t tell you that it’s specifically for storing anything in particular. But then they don’t tell you what to store in the glove box either.

Interestingly, unlike all of my previous Volvos, there is no designated area for storing loose change. The manual tells you not to store coins and other metal objects in the front cup holders because it could interfere with one of the alarm sensors. All the other storage compartments are too big to be practical for coin storage. So if I was driving a LHD vehicle, I would probably find the legroom storage compartment a very handy place to keep loose change. Which is what others have said they use it for. It’s deep enough to stop coins falling out, but shallow enough to scoop them out without taking your eyes off the road.

@Caradoc1 - If you do use it to store your Trebor mints, just make sure your passenger doesn’t pinch one when you’re not looking. You can’t trust anyone these days.

I was being naughty

I however think we've all been over thinking it, I reckon it's simply for holding a pen or indeed parking/toll change.
