I base my belief on many stories in this forum of members who have simply disconnected the swirl flap arm and continue to drive for years without it. Without a noticable power loss. Some report they didn't even notice the swirl flap arm was disconnected until they saw it one day. As the other poster said, hissing and wooshing sounds coupled with low power are a classic symptom of a leak in the charged air inlet system - which means turbocharger, charged air pipe, intercooler, and all the way to the inlet manifold. The most common problems are: 1. Crack or split in the plastic charged air pipe that runs under the engine 2. Seal failure or crack and split on the resonator box which fits to the bottom of the turbo charger. To confirm, have an assistant rev the engine past where the turbo kicks in (around 2000 RPM) and listen in the engine bay and under the engine for wooshing noises. Be careful of moving parts! Alternatively, if you can, use a smoke tester to find leaks. Make sure you do this sooner rather than later, as a leak in the charged air pipe alters the fuel/air mix, the ECM pumps in excessive fuel, which turns to soot and blocks the DPF pretty quickly. In a matter of a few weeks or days, depending on how much overfueling is occurring. And you really do NOT want to have a blocked DPF, as that adds to the hassle and costs.
