Default Airbag resistance too high

Hi, I recently replaced the steering column on my 3.2L XC90. It was 2nd hand and it was all fine after installation and test drive. Until we took the car back home the airbag light came on (about 10-15km of driving). We check the error code says stage 1 & 2 airbag resistance too high. We then change a new clock spring (correct part number) but couldn't get rid of the code. We reset the light came back straight away. We asked several electrician and volvo specialist they all reckon it should be the problem of the clock spring but the part is a genuine brand new one and they couldn't think of any other reason.

I was wondering if anyone had such problem before and what did you do to fix it? Looks like the airbag light is a common trouble to volvos.

Thanks a lot
