If the buttons are there, it is possible that the loom and connector for the Bluetooth control unit are also there and that you can buy one and plug it in and use VIDA to make any necessary installation adjustments if they are needed. I speak from an experience with a Mitsubushi that was like your car in that it had buttons but no Bluetooth and it was not a difficult job. If it turns out that Volvo handle things differently, I'm sorry to have raised your hopes.

I believe those buttons are used for the built in telephone. You may have a sim point in the glove box and may also have a phone handset in your centre console.

You don’t have the Bluetooth phone set up installed, no phone buttons on steering wheel, ( I’ve got 2 XC70s, 1 with and 1without phone. I use a cd slot phone holder and an aux lead to 📱 it works ok for me

Since I posted CTCNetwork posted that these buttons may only work with the obsolete factory fitted built-in cellphone. If that's the case you cannot just retro-fit the Bluetooth Module. You really need to put your VIN into VIDA and see whether it is Bluetooth adaptable. Different models use different part number modules but many are available on ebay if you know the part number that will fit your car.

Hi,

As above, some older (MY2008) cars has a sim slot in the glove-box, aerial connection and a handset in the centre console.

Bluetooth was an option extra and an additional module would have been fitted to the the dash somewhere convenient.

You may be lucky and have the usb cable in the console as well!
