Default Timing

Hello all was checking the timing on my 1979 b21 it seemed fine but when I pulled vacum hose off and put it on there was no change in the timing is this normal for volvo 240 as I thought it should throw it out a bit or is my vacum not working properly its running good. The reason I ask this as on my VW t25 when I pull vacum off it makes a difference.Thanks

that is perfectly normal there is no vacuum until the throttle is opened a small amount . you can test whether the vacuum unit is working by sucking on the hose , the timing should advance a noticeable amount ..
