Default Only Right Side Brake Light Not Working

I have a 2004 XC70. The right side brake light only works intermittently. The left side works perfectly. I swapped the R and L bulbs as well as bulb holders, both work on the L side. So I am guessing this is either a wiring or R brake light housing issue. Since the left side, top center and rear fog light all work perfectly, does that rule out the relay?

The rear right driving light works too, just not the R brake light.

Any suggestions?
