I’ve read that a lot of the higher power redblocks need the blocks reinforcing around the cylinder walls.

I don’t think concrete is actually what they use to reinforce the blocks properly, I think that’s just how some people translate it from their languages. I’d assume it was a special material that won’t break up, maybe an epoxy resin of some sort.
I’ve seen it done on 500+bhp 8v and 16v engines so you may get away with not having it done if you get a good block. It was a while ago I read up on the high power red blocks so I can’t remember exactly where I saw it I’m afraid.
