...so the engine must be "running on" a little when you switch off the ignition?
If you disconnect the vacuum hose from the shut-off throttle actuator 1.) check for damage/deterioration to the hose and 2.) check to see if the butterfly valve can move freely from open to closed positions and back agian. If all is good with the butterfly valve follow the vacuum hose going from the shut-off throttle actuator back along to a purge solenoid (it's name escapes me) located under the black vacuum reserve cylinder/chamber attached the inlet manifold. Due to it's location above the exhaust manifold this solenoid has been known to fail on occasion. This solenoid purges the vacuum from that black reserve chamber which in turn activates/deactivates the shut-off throttle actuator. You could try cleaning/lubricating (PTFE spray oil) the internals of the solenoid and then check if it's activating/deactivating the actuator on the shut-off throttle.

It is clutch slip. Confirmed in service.
