...so the engine must be "running on" a little when you switch off the ignition?

If you disconnect the vacuum hose from the shut-off throttle actuator 1.) check for damage/deterioration to the hose and 2.) check to see if the butterfly valve can move freely from open to closed positions and back agian.

If all is good with the butterfly valve follow the vacuum hose going from the shut-off throttle actuator back along to a purge solenoid (it's name escapes me) located under the black vacuum reserve cylinder/chamber attached the inlet manifold. Due to it's location above the exhaust manifold this solenoid has been known to fail on occasion. This solenoid purges the vacuum from that black reserve chamber which in turn activates/deactivates the shut-off throttle actuator. You could try cleaning/lubricating (PTFE spray oil) the internals of the solenoid and then check if it's activating/deactivating the actuator on the shut-off throttle.

I think that this revving issue is clutch related because when going up hill rpm rises but speed stays nearly constant.
https://www.volvoforums.org.uk/showp...23&postcount=6 is this the one you checked? You should be able to rev the engine up to 3.5-4k rpm if you are parked. If not there is a problem with one of the sensors/regulators EGR valve stuck in open position. Try to unplug them one by one. You should search for the one that works better when it is unplugged (depending on the car and year of manufacture) as they have fail safes in the event of failure/disconnection. It then uses predifine default values depending on other sensor readings. For example if you disconnect the mass air flow sensor and the engine sounds and feels better, then you have found the fault. MAF havē supplied incorrect voltage readings but unplugging it tells the ecu to use the default/pre-set values and the fuel to air mixture is correct so the engine idles better.
Anyway clutch slip. ... that's another issue. When was the fuel filter changed?

It is clutch slip. Confirmed in service.
