My daughter stays in a remote part of the Highlands, she doesn't use her car every day but when she does it's long journeys and she covers around 9k-10k a year. The car requires new discs every 2-3 years because of rust caused by salt, rain and sitting outside for long periods of time without moving

Something made you suspicious enough to check the MOT history. Having done so it proves to be a complete 'wrong un' I'd say just walk away. I think you know that anyway!

This could be a gem.....

Yep it may not have had good maintenance but the rust on discs is an indicator of both low mileage and gentle driving.

The failure of tyres having ply cords exposed could be down to age related cracking on the side walls and/or cuts to the tyres.

Definitely worth a looking, but budget for some re-commissioning.

On the early P2 platform it is very common for "gently" driven cars to have rust/pitting on the rear brake discs.

With brake discs - I have yet to see a brake disc that was "weakened" by corrosion - if it's really bad it will show up on the brake meter.

Also bear in mind that some garages (including main dealers) do not pre-MOT test cars anymore - they put the car in for test, then deal with the fails/advisories, then re-test. My wife's Kia had 5 MOT's done at the main dealer, it failed 3 (drop link, ball joint cover, number plate bulb, hand brake adjustment) but we knew nothing of it until we checked the MOT history when we sold it.

I'd definitely take a look, especially if the price is right, but I'd go equipped with a vida/dice system, primarily to read the mileage of the engine ECU. Also obviously to look if there's any nasty's hiding in the fault codes.
