Does the new MAF make any difference? Also have you checked the idle mixture? It may need adjusting but when was the fuel filter last changed?

You need to have an exhaust gas analyser of some description, engine up to temperature and idling. By rights all the other things should be correct as well (TPS idle switch made, base idle speed correct etc) and then set the mixture to 1%CO +1/-0.5% but ideally around 1% using the mixture adjustment screw on the MAF.

Have you checked the CTS is working correctly? It's the one just below the 'stat housing :

Disconnect the plug, use your multimeter on resistance and check the resistance of each pin in the sensor to earth ('stat housing) which at 20C should be ~2500 Ohms +/- 8% roughly. As a final check, measure between the pins where you should get the sum of the two resistances previously noted.
Given the current ambient temperature, i'd expect to see somewhere in the region of 3-3.5k per leg on the sensor.
