Quick question but do people torque it up on the deck or jacked...

It doesn't matter really, but it's easier to do on the deck.

Our hub bolts are "stretch" bolts; USED stretch bolts.
They may break if stretched a second time.
New ones may be a smart buy.

On the deck every time. Do them up on the stand as much as you can. Make sure the car is in neutral and brakes applied then finish off on the deck. Tighten DOWN not up as I have spun the wheel pulling up before now!

New bolts also have a blue thread locking compound on them. As they are stretch bolts there is also an angular torque as well:

Volvo S60/V70 Transmission torque specs

All drive shafts

Bolt drive shaft – wheel hub, front
Stage 1: Torque to 35 Nm
Stage 2: Tighten/rotate 90°

Bolt drive shaft – wheel hub, version with rubber cone: Torque to 50 Nm
Bolt drive shaft – wheel hub, rear: Torque to 50 Nm
