Here is chesters6 thread from 2007 about refurbing a wiper motor.

Sorry to mention this again but i can get away with it at my age..Make sure the earthing washer on the right hand side mounting point is clean and making a good contact..This was the reason my motor was running slow if at all..hj.

As honestjoe says, check the earth. That was what was wrong with mine.. run a temporary earth cable to make sure
