2002 S40 strange brake issue

hello, first time poster here
as mentioned i have an issue with my 2002 S40 in that the brakes hardly work when i first start the car, after running a bit or possibly braking a bit they start to improve. they never work correctly though. car has 68K miles and i have replaced pad all around and rotor in the rear.
any ideas on what is wrong?

try bleeding them is there air in the system...

have you used genuine volvo pads?
Is it an auto gearbox with an electric vacuum brake pump?
