D4 2.0d 2014 V60 Euro 5 or Euro 6 ULEZ or not?

Hi I am totally confused a fed up.
I have an April 2014 D4 registered V60 and despite the VED being £0 because of its emission according to TFL it is not ULEZ compliant, I have tried to speak to them and all they can say is that there records are correct and I will now need to pay £12.50 (to visit my 86 year old mum who now comes just within the new zone).
What really confuses me is that depending where you look and people I have contacted my vehicle is/could be either an Euro 5b or a Euro 6.
I have also put a March 2014 D4 Euro 5b V60 registration being sold as an Euro 6 compliant vehicle into the TFL ULEZ checker that comes up as compliant although when you do vehicle checks everything apart from the colour is the same as mine.

Perhaps someone can explain this to me

Interestingly the wife's RAV4 is a 'Eurobollox status 5b' at 167g/km (band H) yet the TFL website states it meets the standard so no charge.

Hi. I have done this and this says my car is Euro 5b and not compliant, yet the other 14 plate V60 also shows as Euro 5b but is compliant

Is there any difference between the 2 cars in the g/km or emissions band shown on the website linked above?

No, apart from the month difference in registration and the colours everything is shown the same.

I would write to TFL giving the specific detail of the apparent anomaly and ask them to correct their data or give a reasonable explanation for the different treatment of 2 identical vehicles.

If they do not provide a substantive response request a copy of their customer charter and formal complaints procedure. Make a complaint. Appeal the outcome if necessary. Exhaust the process. If they do not act reasonably the door is then open to further action via your local MP and/or the courts.

May sound like a lot of hassle but a few minutes to type an email is all it takes.

Tried my sept 2014 car, the above car check says Euro 5b, TFL says ULEZ compliant so no charge.

Sounds like they may have a 'date of registration' condition in the mix which is ludicrous if the initiative is genuinely about emissions.
