Default Handbrake adjustment and power steering

Good evening everyone,

I have scoured the forums in search of help with handbrake issues with my XC70 (‘03) to no avail. I’m hoping someone might have come across these same issues and can offer some help.
The handbrake is uneven on the right side and I’m trying to rectify this myself. Can anyone tell me what it is I’d need to do?
Thanking you in advance for any help/suggestions you can give.
I also need to replace my power steering rack. But I do not know if it is speed sensitive or not. Can somebody tell me how to identify if it is or not? I can’t take it out of the car without having a new rack to replace it with straight away.
Thanks
Glenn.
